How to Know if Downlights Are Fire-Rated?

You can check if a downlight is fire-rated by checking the back of the fitting. If the back is open, it’s not fire-rated. If it’s closed, it is fire rated. 
Fire-rated lights also have a metal housing and you should be able to see behind the bulb.
